Can you mail items from Korea using padded envelopes? If so, where can you get them?

Yes, you can. Some post offices sell everything you need to mail things, including padded envelopes. However, the easiest would be to check out stationary shops. They are located all over the city, but one of the biggest chains is Alpha and one of their bigger stores is in Namdaemun.
