Are dogs allowed on highway buses in Korea?

Yes you can bring a dog on a bus in Korea as long as it is crated.
If it takes up an additional seat you may be expected to pay for that seat.

Some drivers don't like having dogs on the bus and may try to have it put under the bus. If there is a dispute with the driver, you may contact a Korean friend to talk with her/him. 

Recommended that you check the company's policies re pets on the bus when making your reservation or purchasing your ticket.
