Can anyone recommend a good shoe repair place in central Seoul? I've heard some horror stories - but desperately need expensive work shoes fixed. Thanks

Try those places that do repairs on high-end and luxury brand shoes. Plenty of them about, probably a search on Naver will bring it up and just hit the Google "translate" button. I've seen them featured on Korean TV shows. Some of them include major celebrities among their clients so obviously they do a great job. I don't know what your budget is on this, so you could also try those shops in the Edae (Ewha Women's Univ.) area where you can get "리폼" (reform - remodelling, that is) done for clothes, and probably for shoes and bags as well. You can get custom-fit shoes in Edae so those places might also do repairs or be a good place to ask where to get them done.

The shoe repair vendors on the street  are quick and inexpensive and do a fine job doing minor repairs in my experience. But for more extensive repairs on pricey shoes here is what I found by searching the Korean internet portal, naver.com for 명품 구두수선 (luxury brand shoe repair).

First of all, there is no official repair center in Korea. To service the demand, private companies have been created. Even if you give your items to one of the big department stores in Korea, they will just outsource to one of these companies.
