Hello,
I am a student of Pusan National University. I am now living with my wife and my daughter. I intend to buy National Health Insurance but I confused about the Date of Acquisition of Eligibility.
I have come to Korea since Feb. 2006, but I came back to my country several times. The last entry date is 14 September 2011.
So what is the date of Acquisition of Eligibility in my case?
It is said that it is the "Date when 3 months have passed after entry into the country"
But the first entry or last entry is considered?

One official working in National Health Insurance Corporation said that the condition for the last entry date to be considered is that the time outside Korea must be over 1 month.

In my case, I departed on 7 September 2011 and reentered on 14 September 2011(7 days). Therefore, my last entry date is not considered. Instead, the eligibility is acquired on my first entry date (in 2006) and I must pay the contribution since 2006.

Is there any regulation specifying the time outside Korea must be over 1 month ?

You seem to have come & gone multiple times (with absences of unknown length) from Korea.  I recommend that you contact the NHIC directly (as you have already done once) and explain your situation clearly (the number of times that you've left & the duration of each trip outside of Korea).  Only then will you get an accurate answer. 
 
To the best of my understanding:  YES.  IF ALL of your trips out of Korea were less than one month in length each, then the date used to assess the 3 month wait period would be your initial date of entry.
