Mail Delivery - Old vs New...

Seoul is in the process of changing its building numbering system with the process expected to be completed sometime in 2013-2014.  In the interim, many private residence and commercial buildings may show two numbers. In some case, there is a 'plaque' with a printed number (odd number on one side of the street and even ones on the other side) and a personalised plaque with another number. Sometimes the original number, based on when the building was built, will be written on the official plaque or someone else on the building.

Postal delivery is still being made to either address. So if a letter is addressed to you at your official (new) street address (58) or to the one used for a number of years (117-3) it should arrive regardless of which address is used, although the government is encouraging the use of the new addresses. Part of the challenge is that many people are still unaware of the changes although it's been announced for almost a decade and was supposed to be completed in 2012.

In 2013, government offices and some businesses began using the new address. However, this is not necessarily the case for everyone. Many websites, businesses, etc. (including the KPO English site) continue to use their old address. Some of the resistance comes from the disppearance of the 'dong' designation.  Many postal workers are still recognising only the 'old' numbers. 

Should you want to find out whats' happening in your area, you could contact your local Post Office. You may, however, need a Korean speaker to help you - could be a friend, could be Dasan 120 or KTO's 02-1330. Mail forwarding:  If you move and want to have your mail forwarded to your new address, you can go to any post office with your ID (AR)card. Tell the counter staff that you want  주소이전신청서비스 (Joo so iee jeon service). S/he will then check your current (or old) address on your ID - ARC (card). Doing so online is not yet an option for foreign nationals. This service is free of charge for 3 months.
