Why is it that universities don't pay airfaire to and from Korea?

There appears to be no legal obligation for universities to cover the arrival and departure air expenses for their staff. K4E has been informed by a labour lawyer that this is a contract rather than a rights issue. 
Universities have tended not to feel any pressure to provide this incentive, since they often hire from among qualified teachers who have come to Korea through hagwons (private institues) who do pay round-trip airfare for their teachers. Once teachers with advanced degrees have worked the full year of their initial contract, they often start searching for a university contract.
