Why do people so often say 'yes' to something they don't intend to do?

"Yes" doesn't always mean "Yes, I will do it". It can also be used to express "Yes, I hear what you're saying" or "Yes, I understand". At the same time, "No" is not an outright refusal, it can actually be intended as "not right now".
