Why are the route maps at bus stops almost all in Korean only?

Prior to the World Cup back in 2002, the route maps were upgraded to be in English and Korean. The following year, the bus system underwent some big changes to improve it (which it did). However, the bus route maps, went back to being mainly in Korean. They why's are hard to figure. Maybe it reflects the (mistaken) belief that only Koreans use the bus system and that  foreign resident/visitors don't.
