Yes, it is. Look for businesses that have a sign that says TAX FREE SHOPPING. These are generally found in department stores. You are not as likely to fin them in the traditional markets or among street vendors. You have to leave Korea within 3 months of your purchase. To get the refund you must:
1. Show the items purchased along with your receipts to a customs inspector.
2. Once you've acquired the necessary stam, go to the Cash Refun Office at the airport. They will give you back the VAT you have paid (VAT is 10%) on your purchases.
