Why don't people pull over when they hear an ambulance siren?

Increasingly, drivers are pulling over for emergency vehicles. However, many still don't trust that the siren truly does indicate an emergency, even when it's an ambulance. In fact, you'll hear tow trucks sounding like an ambulance just to get through traffic to be the first at the scene of even a breakdown. When you hear or see an ambulance, go ahead and pull over to help let it through, others are likely to follow your lead.
