Why do we have to put the area code for a local number when dialing from a mobile phone?
Call from your cell phone are set up like long distance calls and that's why you have to put the area code. The cell phone numbers themselves are a kind of 'area' code so when call from outside Korea, just as with the Seoul '02' code, the '0' is dropped for cell phone numbers.
For example: 02-555-1212 becomes (82)-2-555-1212 and 010-555-1212 becomes (82)-10-555-1212.
