Why can't foreign residents order on-line even with their alien registration numbers?

When the alien registration card numbering was changed to 13-digits, it was said that this would allow foreign residents access to on-line services, among other things. The 13-digits reflects the 13-digit Korean ID card. However, there is one difference and it's that difference that prevents alien registration numbers from being accepted on-line. Instead of a 1 or 2 to indicate gender after the DOB, foreign residents have a 5 or 6. (FYI 1 and 5 indicate males, while 2 and 6 are for females). It's a programming issue that the government promises will be resolved by the end of this year.
