We keep hearing and reading about foreign teachers arrested for drug use. What are the stats?

The newspapers (in both English and Korean) have featured stories and quoted the Ministry of Justice as saying that the the criminal records and medical checks now required for E2 visa applicants are intended to "prevent native English teachers who disrupt social order with taking drugs, committing sexual harassment and alcohol intoxication."  Ministry officials have also periodically referred to the "dangerous levels" of drug use amongst foreigners. 

Following are the drug statistics as of 2008 (from a reliable government source): In 2008, there were 13 drug arrests from the seven English-speaking countries.  Of these, 12 were for cannabis use and one was for MDMA use.  If we include the cannabis use statistics (even though the MoJ is no longer screening for cannabis), 0.013% of foreign English teachers were arrested for drugs in Korea in 2008.
