Pre-paid cell phone cards are very costly. Why can't I get regular mobile service?

There is still a systemic belief in Korea that 'foreigners' cannot be trusted to be their bills and that they will leave the country leaving behind unpaid phone bills. Bottom line, they make more money from foreign customers as a result of these policies and don't appear all that interested in treating Korean and non-Korean customers equally.
