I've heard that there are attack drills in Seoul where traffic stops and everyone goes indoors. Is this true?

Well, yes and no. About twice a year there is a Civic Defense Training drill that last from 2:00 to 2:15 PM. When the siren goes off, all traffic stops. However, everyone stays in their car. It is just a drill but it is a reminder that North and South Korea are still, technically, at war. There has been no treaty or armistice between the two nations, there is only a cease-fire. However, be assured that the likelihood of a full-scale attack by the North is almost nil.
