I’d like to find some English books to borrow. Where can I go?

There are a number of libraries in Seoul, but they don’t all have English books nor do they all allow foreign residents to become members. Some that do accept foreign members and allow books to be taken out are listed here. (Or click on the Activities Menue and look for Libraries under Miscellaneous.) There is also a list of public libraries in that section.
