Why are all crime suspects wearing surgical masks in public photos?

There is a policy policy that prohibits investigators from revealing a suspect's face to the public. In 2005, as a reaction to a public outcry that resulted from the exposure of the names of middle-school gang rape victims in the media, the police developed a set of guidelines aimed at protecting the rights of victims. One of those guidelines requires that "images that reveal the identities of suspects and victims should not taken at police stations." (JoongangDaily 09.01.31.) Since then the faces of both suspects and victims are covered with surgical mask if they are in police custody when in the presence of the media.
